On October 16, 2013 at 3:20am Atlantic City Police responded to the 3400 block of Boardwalk in reference to a cutting. Uniformed Officer Michael Oldroyd located Atlantic Club Security waiting with a male victim, later identified as Mr. Patrick Mangan, age 30. He was bleeding heavily from a large laceration on his arm. The suspect description was a small, Hispanic male on a pink and white bicycle. Atlantic Club Security Officer Robbie Hawes informed Officer Oldroyd that he had seen the suspect and also described the suspect as wearing a long sleeve gray top and jeans. Initial reports indicated that it was an attempted robbery.
Officers Robert Toscano and Officer Mark Pincus Jr. located a male with a bicycle that matched the description of the suspect in the area of Bartram and Ventnor Avenues. This male, later identified as Ruben Cartagena was brought to the scene as the victim was being loaded onto the ambulance. Both the victim and the Security Officer positively identified Carlagena as the suspect. Mr. Mangan was taken to AtlantiCare Regional Medical Center. Cartagena was transported into holding by Officers Toscano and Pincus.
