A multi-agency investigation is now underway after Monday's police involved shooting that killed an 18-year-old man.
The scene Tuesday afternoon was much more somber than it was Monday when police say they responded to a call of two armed men in Stanley Holmes Village which left one teen dead after police say he refused to show his hands.
"We don't understand how this could happen," family friend David Pagan said.
Family members and friends are grieving, and want answers, but officials say that will take time.
"An investigation to make sure to make sure you investigate what happened and let the community know we want some action," Pagan added.
"I think we need to call for restraint on both sides and I think we need to call for a reasonable time period to allow the facts to come forward," Mayor Lorenzo Langford said.
Officials say those answers will come. Right now this is a multi-agency investigation. the county prosecutors office is leading it, but the state attorney generals office is also involved.
"Three sets of eyes and ears will be looking at the situation and will be coming away with a set of facts that will dictate what our next response will be," Langord added.
"In the last year police have gone through great efforts to connect with the community in an effort to fight crime, while they say this may hurt their efforts, they add their goals are still the same."
We shouldn't lose any traction with the community that we have made already. The police are the police and the residents, law abiding citizens realize the police are there to help them."
City officials say this is a tough time for both the officer involved and the family and his prayers are with both.
"We gonna stay together. Support the family, pray and let the course takes its action and then we go from there," Pagan added.
The prosecutors office says the other man involved in the incident, 24 year old Terry Davis was charged with numerous offenses including unlawful possession of a handgun.
A family member of the deceased man was also arrested shortly after and charged with assaulting a police officer after police say he punched a sergeant in the face.
A member of our camera crew was assaulted while on scene Tuesday, and police are investigating. Fortunately, no one was injured during the attack.
